1998 9.9 mercury outboard

hi i have a 9.9 2 stroke and i have milky oil well i drained the lower oil and it was pretty milky but there was no metal shavings on the oil bolt i only used it once this summer so i took the prop off and now im stuck i dont know how to get that big sleeve/ thingy off Im pretty sure I need to replace my seals in the lower end is this something someone that is pretty mechanical can do step by steps would be great!

You should pressure test to see where it is leaking .It could also be a seal somewhere else(water pump,shift shaft).

Purchase an OEM Merc manual for that motor. It will show you everything you need to know, and do. A merc dealer can order it for you. I think you can purchase one thru mercury online. got to have serial number.
