I currently have a 7.4 mpi with a bravo 1 out drive on a 98 21.5' Baja islander. I run 4200 at WOT with a 23p 3 blade prop. My hole shot when fully loaded with 60gal of fuel and an avg of 4-5 people isn't the best. Looking at a couple options one being dropping to a 21p 4 blade and putting on a hydrofoil already have the electric trim tabs OR uprgrading the lower unit to a bravo 3 dual prop. My main goal is to improve plane time due to pulling skiers ands tubes without worrying about being able to run at WOT for extended time. Any advice is very much appreciated.

The power that you are seeing seems a bit light for a 7.4 engine. I would do a compression test and a cylinder leak test to see if the engine is not in the best of conditions. You could certainly drop the pitch and do a bit better with the hole shot. It is hard to say what you would need for props, if you swapped out to a Bravo 3.

I'd check out the engine first . . . for that boat, a Bravo 1 w/ 4 blade should be all you need.
