1998 4.3l mercruiser manual

I opened and saved Manual #25 - a few times- from here but it only has Section 1-3, although the index says there is more. 4 and up are not there. Am I doing something wrong? Thanks.

I see now that the manual at the top is only sections 1-3, whereas the manual lower in the post is the entire manual. Thanks.
