engine has lost power. in neutral can get to 4000 rpm easily. under load gradually gets to 3000 rpm. if tied to dock 1500 rpm max. checked compression even across all cylinders. drained fuel water separator no water present. starts easily, a little rough idling. the engine is creating a slight oil slick when idling at dock. any suggestions
