1997 Stratos 282 FS Steers very hard

Hello,I just bought a 97 Stratos 282fs boat a few days ago and took it to the lake.It steers so hard that it is difficult to drive it onto the trailer.It steers very hard on the lake also.It has an Evinrude 130 on it. Also how do I turn up the idle on my engine? It stalls out quite a bit,but once it is running it runs great.Thanks

Ayuh,... There's probably corrosion in the tilt tube, binding it up...
Pull the cable, 'n Clean, 'n grease it...

Also how do I turn up the idle on my engine? It stalls out quite a bit,but once it is running it runs great.

Give it a Tune Up, rather than just masking other problems...
