I have a 1997 5.7GL that will not turn-over. At the end of last summer, the bilge flooded submerging the starter, which became frozen due to rust. I replaced the starter but still have the same problem. When I turn the key I hear a click and will sometimes see a spark at the negative terminal on the battery. I verified the motor is not frozen, cleaned ground connections, verified the battery is fully charged, reset both 50 amp circuit breakers. Could the starter relay have been damaged when I tried to start the engine with the frozen starter causing a spike in amperage? I never had a starting issue prior to the damage to the starter.
