1997 5.7 GL Starter Problem

I have a 1997 5.7GL that will not turn-over. At the end of last summer, the bilge flooded submerging the starter, which became frozen due to rust. I replaced the starter but still have the same problem. When I turn the key I hear a click and will sometimes see a spark at the negative terminal on the battery. I verified the motor is not frozen, cleaned ground connections, verified the battery is fully charged, reset both 50 amp circuit breakers. Could the starter relay have been damaged when I tried to start the engine with the frozen starter causing a spike in amperage? I never had a starting issue prior to the damage to the starter. :(:confused:

i would start with the easy stuff, such as checking your battery cables for any corrosion, not just the ends but the actual wire inside the insulation, also are your connections in the right spot? 12v and ignition to the starter?

Ayuh,... Welcome Aboard,.... That, is a BAD Connection....

I verified all the wiring and connectors are in good condition and the starter wiring is correct. I labeled the wires prior to removal and checked against a wiring schematic.
I think I will remove the starter and bench test to make sure the new starter is not the problem.
If the starter relay was bad what symptoms would occur?
