Just bought this boat and before taking it out I noticed the plugs for the t stats epoxy'd in so I removed them. both plastic plugs were striped. ran engine with ear muffs and no water coming out of t stat holes. when I put my thumb over the water outlet port at the motor then water comes out the t stat port.. Installed water pump kit old one looked good but had to cut old impeller off shaft. ran again and still the same. Is it possible there is not enough water going thru the muffs. Engine was running at 1800 rpm.

If your motor is like my '98 Johnny 150HPV6, water will exit the thermostats at idle only, after the water is 140* or more. When the water pressure increases, the thermostats are pushed off their seats against the springs to allow more flow. On a hose, the 'stats might not even open.

I would replace the 'stat covers and seals, and make sure the 'stats and springs are good. Just so you know,my thermostats were original, but failed this past summer. I replaced them.
