1996 Yamaha 225hp- Power tilt not working

My tilt stopped working this weekend. I shut the engine down at anchor after fishing for a few hours and when I restarted the engine and tried to adjust the trim the motor wouldn't move from the full down position.

The tilt pump motor is making the same sound as it always does, but the motor won't move up or down.

The manual release screw seems to be tight to the counterclockwise position and I'm fairly certain there is plenty of voltage as I replaced both batteries this weekend.

How do I check the tilt fluid oil while the motor is down (and the boat is in the water)? Any tips for getting the motor up manually? Can I do this in the water?

Opened up the cylinder to replace the O-ring and found water in the cylinders. Apparently due to corrosion that caused a small hole on the cylinder wall.

A quick check online showed that a new cylinder is $900. Ouch.

What if I patch the hole with some good epoxy? Is the cylinder pressure to high?
