1996 ocean pro tilt/trim problem

I have a 225 that the trim and tilt will not lock, everytime you put in reverse the engine lifts. System works fine with the exception of this. Can someone tell me what the problem might be?

u maybe low on fluid or broken inner seal

or ur manual valve is no good

The problem is with the TNT lock, post a pic of the unit please.
