I just picked up a 1996 Mercury 75 hp ,for my 2004 Tracker Targa 16.7 boat. It has a 15 pitch prop which the boat won't go over 23 mph at 5280 rpms. I was told the right one should be a 13.75 X 13. Is this correct?

It is up to you to do the testing and learn.----To bring the revs down you go up in pitch.-----Usually a 1" change up in pitch brings revs down by 200 RPM.-----Boat speed may stay the same.-----You might be hitting a rev limiter with 15" pitch.----Or visit your friendly , local boat shop and get some true advice.

I know this is later than your fixing your problem but rev limiters like I have on my 2002 115 2 stroke can give you the wrong answer as you found out. Had you not had the rev limiter your RPMs with your 15P would have had revs over the upper limit of 6k RPM.....I'd bet. Then it would have made sense to increase pitch and gain/ maintain RPMs simultaneously until the increased pitch loaded the engine enough to pull the RPMs down below the limit of 5250....service manual number.

You didn't say what your current RPMs were with the 19 at WOT normal load in the boat, trimmed for best performance.
