1996 Merc Offshore Carburated - water in engine case

I am finding a heavy build of water within the engine case, even when run at idle at dock side. I have a photo of where water seems to be entering the case at the bottom of the case ON THE RIGHT SIDE, Below the cylinders and plugs at the base of the engine. It is a round shaped cover of some type that has two holes that seem to be where a stream of water is entering the engine casing. I have posted a photo of this cover with two holes where the water is coming out of.

Besides this issue, I was under impression that the engine area with in the casing was never to have water intrusion, is this correct?

Help appreciated.

Are you referring tha COWLING as tha case?

Yes, sorry for the wrong use of terminology. The photo is on my original message, I am signed in and can see it. I have since learned that the part I am referring to in the Poppet Valve and that it needs to rebuilt.

I have not gotten an answer regarding whether there should ever be water inside the cowling when every thing is working correctly?
