1996 E150GLEDB won't go into gear

hello everyone, my boat has been sitting for about 8 months now, starts up without a problem but when i try to put it in gear the lever works but the prop does not spin, i can put the shifter in forward or reverse and u can see the levers moving on the engine itself but when u check the prop it is still in nutral, before i drop the lower unit to check the shaft i was wondering if it could be something on the engine itself. thanks for your help in advance

look under the engine lower cover. You can see the shift shaft passing through. see if it moves up and down with shifter movement
