1996 40HP Evinrude 2 stroke weird issue

I have a 1996 40HP 2 stroke with VRO that is doing what I think is an odd thing. I had it on the cups getting it ready and it starts up and idles and sounds good, however, when throttling it up to ensure everything was working ALL of the warning lights came on and then one by one went out, throttle back to idle, no problem. Throttle up, same thing. Any ideas would be greatly appreciated.

Check your charging voltage, when you rev it up if your charging voltage goes over 14, the spike may be culprit.
