1996 25hp mercury 2 stroke sea pro revving high

I have a 1996 mercury 25hp sea pro it starts right up and idles rough but if you give it the tiniest bit of throttle It revs high any ideas on what this could be from?? Or how I can fix it?? Pictures below

Is the knob on the front of the motor turned all the way to the right? Is this motor new to you? And stop revving it in neutral on muffs.

No knobs on front of motor just pull out lever for choke this one doesn't have the turn to prime and kill switch and yes it is new to me

Put up a pic of the front of the motor. Why do you have 2 posts on this motor?

Pic #2 has your idle screw in it. Try turning that down have you done a compression test?

It's backed out to where the shift linkage isnt touching it and I was getting 130psi cylinder 1&2 I checked reeds I checked vacuum lines for leaks the only thing I can think of is air/fuel mixture screw adjustment is wrong
