1996 15HP Johnson slow top speed

I have a 1996 johnson 15 hp that has a slow top speed and I can't figure it out I have cleaned the carb, changed plugs drained the carb but to no avail. Anybody have any ideas?

check to be sure the timer base under the flywheel is advancing with the throttle,also make sure the roller and the plastic piece it rides on arent broke

Start by checking the spark and compression. You want to ensure you are running on all cylinders.
