1996 130hp stalls when put in gear

I have had the carbs rebuilt two times and on land engine dose not stall put in water and stalls if race engine and get in gear engine runs great, WHERE TO START

What is your idle RPM set at? If it is too low then it will stall as soon as it is in gear. I had this same issue with an old motor and it was recommended that I set the idle higher, it worked for me and is a free fix.
