1995 Mercury Force Outboard 40 hp

Can't get the motor to crank. The flywheel is hard to turn by hand. Took out the spark plugs and turns fine. Almost like it has too much compression. The motor has been sitting up for about 4 months but worked fine prior to the winter. Any tips to offer I appreciate it.

I've had this motor worked on several times - seems it is a constant battle to keep it running right.

I would start with the basics. Check your battery and verify that it is fully charged and the battery terminals are clean and tight. It is going to be difficult to turn the flywheel by hand due to the compression.
