1995 Evinrude 115 (115TLEOR) buble back

Just had my engine rebuilt. Found water in the lower engine cover. Mechanic tested everything for leaks and said it was coming from the boat transom spray. Is this possible?
I had this Proline 17' and motor for 15 years and never noticed this. One would think to do an overhaul the bolts would be rusted to no end.
Anyway, I adjusted the engine height to all positions with no better results. Is there anything I can do to further test where the water is coming from. It only happens at high speeds (30 to 40 mph). Will this eventually foul my engine?

There should be a rubber gasket that goes around the bottom engine cover where it meets the midsection, and there should not be water entering. The motor should be sealed to NOT allow water to enter around the opening's for the cables fuel lines, ect. I would check your hoses for cracks or being loose. The only way for water to enter your motor from the outside is if there is an opening for it to enter. If it was me I would make sure there was no water in the motor put the cover back on get a garden hose and spray it hard like the spray from your boat under the front of the motor, take the cover off and check if there is water. Find out how it go there and fix it if no water put the cover back on and move to the side ECT ECT all the way around the motor until you find the spot it leaks. If no water then you know it's coming from inside!

Make sure the telltale line is not leaking inside the cowling. Does/did your line have a tee in it for a water pressure gauge? Check to see if your engine is leaking at the base gasket. (between the powerhead and midsection.) If this gasket leaks, you may also see some exhaust gas leaking into the cowling...

Never had a water pressure gauge and I don't see any tee. Sprayed water with a garden hose from the outside and no water gets in.
I used a light in complete darkness going around the bottom cover and no light got thru EXCEPT for the front area of where the shift rod is located. That area looks very difficult for water to get in (about 1" circle). I also sprayed that area with water & noticeable water in housing. Could this be a problem?
I checked both cylinder head hoses & clamps (port & stbd.). The only other hose I can see for water to leak is the hose that connects to the exh. manifold cover to the nipple indicator located on the cover. Are there any other hoses I can check?

You can get excessive spray at the back of the boat if the engine is mounted too low on the transom. When running at planing speeds with a lot of trim, the water flowing from under the back of the boat should pass just under the engine's anti-ventilation plate (That big, flat plate just above the prop.) If the engine is mounted lower, the spray from that plate dragging in the water can be excessive resulting in water in the cowling and lousy fuel economy.

There are MANY places it could be leaking water. The base gasket where the power head meets the midsection, The thermostat cover could be leaking. It could be your head gaskets leaking. Your cover plate/or rectifier gasket. best bet is it run the motor with the cover off and look. Fix it before it becomes an expensive task.
