1995 40 horse force

Since buying this motor brand new, I have noticed that there is not a steady stream of water ejecting from the power head like most other motors. There is a sputtering of water that comes out of a port on the back of the motor. Is this normal?

Yes, this is very normal. It should sputter out of the two holes in the leg,as if it had a "mouthfull" of Bud, and you told it a funny joke.<br />But as with all other outboards, you should change out the impeller and thermostat every 2 seasons, regardless. It's best to change them out when they haven't failed yet.
