1994 Starcraft t1709 ski and fish (Trim)

Good evening new to the forum and I hope I am putting these questions in the correct place. I am putting a new floor into my boat and I believe that there is a panel towards the rear that I cannot get to come out, I believe this too be where the fuel tank is located but this is the only place where there is any carpet left and I am not sure if it is screwed in or what. Wondering if any one can shed any light on this. Thank you in advance.

While trouble shooting my trim issue I believe I have found the issue. Three of the screws apparently are broken. There are only two holding it on. I cannot get the other two loose and I have sprayed 10w40 penetrating oil on them. I presume the only thing to do now is to cut the last two screws and then try and hand crank them all out.... Attached are some pictures for clarification hopefully. Then I will have to rebuild it.
