1994 merc - 115 charging problem

Gentelmen i have purchased a bass boat with a 1994 mercury 115. Right out of the gate the tach hasn't worked, after many hours searching here i replaced the Voltage Regulator ( CDI ) because it was not charging the cranking battery. wasn't the problem, still not charging and tach still not working, bought the manual and removed the cover that covers the wiring teminals and have found that the two yellow wires from the Regulator and the tach wire has been taped off or not connected. In other words there isn't even a terminal block that these go to. My first question is if i replace the terminal block and hook these wires together what i'm i going to hurt if theres a problem. The engine runs fine without these hooked up, been fishing 5-6 times runs good just not charging or tach workin.Thanks for the help, love the site great helpBob

Might want to do an ohms test on the stator before you hook the regulator back up.
