1994 johnson 25 2 stroke idles rough

starts up fine, shop just installed an idle stop bracket because it didnt have one and would die out, but when the throttle is all the way down, it will start to rev up and make a misfire kinda sound with a violent shutter and drop back to lower rpm and do it again, and again, whats going on?

sounds like a lean sneeze not enough fuel may need a carb rebuild .
