1993 Bayliner 1850 Capri gauges access

I am working on restoration of 1993 Bayliner 1850 Capri boat. Couple of the gauges have broken retainer clips, but when I tried to remove the gauges I realized that the shelf under the dash panel does not allow me to reach the gauges and pretty much everything else on the dashboard. The shelf is carpeted and the carpet is going further on the sides of the boat. Is there any easy way to remove the shelf or maybe the dash board itself? Thank you

I guess a picture is needed, ill make a photo of the dashboard and the shelf blocking an access

Ayuh,.... I donno yer boat, but generally speakin', ya remove whatever panel behind/ under the dash, or pull the entire dash panel,....

How do I remove the whole panel, I was not able to find the bolts holding it. Where should I look for them? Thx
