I have a 1993 50 horsepower Merc that one driving across the lake it just shuts off and makes a whining noise like the gears are still spinning but it just shuts off it starts right back up takes off fine and does the same thing just completely shuts off and sounds like the gears keep winding and I'll do this over and over and over and it doesn't matter what speed you're going it just seems like it's just a matter of time and it starts doing it any help would be great with where to start

It will start and idle forever but as soon as you put it in gear and take off it takes about a minute to 2 minutes and it happens

Welcome aboard.

The whirring is the dog clutch making noise because the prop is turning backwards after the motors dies. It's normal. Next time it dies, shift into neutral - The noise should stop.

Where to start? The same place as always, compression and spark to begin with. Is the tank vent open to let the tank breathe?

It does the same thing when it's shifted back into neutral..sounds like the gears are free spinning then slows down and stops.. Compression and spark are good

When I put it into neutral right when I hear it start to wind out, the motor will stay running

As noted above, the whining sound is the ratchet of the clutch dog against the forward gear. Your forward motion makes the propeller spin, much like wind makes a windmill spin. I believe your running issue is unrelated to the noise...
