1993 175xri efi fuel problem?

I have been having a lot of problems with a new outboard I purchased about a month three weeks ago. Here is some background info on the motor. Purchased boat and ran it the first day. Motor ran strong, only problem was oil tank not filling, but I found that pickup on remote tank was clogged. Took boat out next evening and it ran really strong again, however this time after idling for a few minutes boat wouldn't plane out and was sputtering and skipping, naturally I thought I had fouled a plug so I idled back to ramp and took the boat out. Next morning I replaced all plugs, but the plugs I took out didn't look too bad. Took the boat to the lake and it ran fine, stopped for about 30 minutes and took off again, boat began slowly decreasing speed and started skipping, like it was out of fuel, so I replaced spark plugs again no change. Took boat by mechanics shop where I bought it and the mechanic checked engine out spark gap tester(good), fuel pressure (38 psi), removed plug wires one at a time and engine dropped rpm. He told me that engine had vapor locked due to hot weather. Took boat back to lake and it ran fine. Took boat out sunday evening it ran fine, monday morning fine, and then on monday afternoon same problem engine skipping wouldn't open up to wot. I have checked anti siphon valve, cleaned pickup tube in tank, rebuilt diapghram pump, changed fuel/water seperator filter, replaced all fuel lines, and installed clear in line filter on hose. Affter changing the water seperator filter the boat once again ran strong for a while before acting up again.

After troubleshooting I pumped some fuel into a water bottle with the hand bulb and noticed black particles (a lot) in the bottom of the water bottle. I assumed this was rubber from the fuel line breaking down. I replaced all fuel line and talked to the mechanic once again and he said to clean the vapor seperator because if there was trash in the system it could be lodged in the needle seat and not allowing fuel to fill the vapor canistor. This kind of makes sense because when lake testing the boat I noticed that the clear filter would empty out and not refill, only a very small stream of fuel was flowing in to the filter.

Another perplexing symptom is while engine is idling I can depress valve stem on fuel pump and "purge" fuel until engine dies down then boat runs great for a few minutes before slowing down again. Also when turning ingnition key on it takes a while for the fuel pump to turn off. Mechanic told me it should turn off after a few seconds but it runs ~30 seconds which I found out was the maximun time the ecu would allow.
