1991Johnson 100 v4 won't WOT

My 1991 Johnson 100hp V4 will not open up now. I was pulling around tubes on sunday. We stopped to switch riders and the engine would not go past 3500 rpm and won't plain out. The boat will barely hit 5000with me alone. Engine runs and idles great. Compression in spec. Fuel filter is clean. VRO is disconnected

It might help you to post the actual compression numbers.---And does spark jump a gap of 7/16" on all 4 leads , yes or no ?
