1991 40hp Evinrude Loading Up

Still working on this 40hp Evinrude for my dad. Removed the VRO and replaced with standard fuel pump. Rebuilt both carbs, cleaned fuel tank, new line from tank to pump, new clamps on all lines, new plugs, etc. Motor runs, but seems to be "loading up". Gas "sprays" out of intake. Plugs wet. Smokes heavily. Does anyone have any suggestions of what we should check to find out what the problem may be? Thank you!!!!

1) Float level set too high
2) Needle and seat installed incorrectly
3) Idle mixture set way too rich
4) Carbs assembled incorrectly during rebuild.
5) Primer solenoid (red lever) set to MANUAL rather than NORMAL
6) Bad primer solenoid allowing direct fuel passage into the engine.

Thank you. I think the carbs have been assembled correctly, but we will check back over. Can you tell me how to check the primer solenoid to see if it is bad?
