1991 25 hp merc popping through the exaust

my 25 hp merc is popping out the exaust at idle .seems fine when running but pops when you let off the throttle from full run. what to look for ?

possible carb air mixture adjust ment also is it pissing well at idol?

it pisses well and the motor just started doing it iw ran a high idle right before it started doing this i thought it may be a valve but wasnt sure what about water in the fuel ?
