1990s 25 hp evinrude wont go into gear

Hi i recenetly replaced the lower unit.

The prop locks as if its in drive. The prop also locks as if it in reverse. And spins freely in netural.

When ingaging uptop i can not get the rpop to spin

Remove water intake screens.----When operating the shift lever , do you see the shift rod moving up and down ?
