1990 Yamaha 115 hp outboard

My 115 hp Yamaha misses on one cylinder at low speed. If I toggle the choke it will pick up and run ok for a few seconds. At higher speed it clears up and runs ok, but at idle and low speed it misses. What do I need to do?

Whats the maintenance history? Ever change the spark plugs?

Yes, with no change in performance. Seems to be definitely fuel related. Sitting at idle pressing the choke it will clear up for a little while.
