Evinrude 1990 25hp motor
I'm either missing something or my motor doesn't have a shear pin.
Does this mean my prop hub would spin if I hit something?

you have thru hub exhaust, no shear pin. the shaft has splines that match the prop. the prop has an inner and outer metal hub, with rubber bushing in between, that gives or just gives up, depending on what you hit.
