1990 Evinrude 25 HP E25RESB engine problems

Well I have a couple problems going on. I just received this motor and it wasn't working when given to me. I got the motor running with alittle starting fluid but it will only run with the throttle to where the butterfly begins to open, and it will not idle at all. When I back it down to idle it will stall out. I have changed the plugs, took apart the carb and checked to see if anything was clogged, it was very clean. I cleaned it with carb cleaner and put it back together. The S/S needle valve was set at 3.4 turns from seat. I set it to 1.5 turns and it still will only run at higher rpms... It runs very well while giving it throttle. What would cause this problem?

The other problem I am having is trying to replace the impeller. I took the four bolts out holding the lower unit and the nut on top of it but I cannot figure out how to get the linkage apart to lower the gear box. I can see the plastic housing holding the impeller but I can only get it down to that level. I have read that there may be a small panel that needs to be removed on the exhaust housing but I can not locate one. Does anyone have pictures of where this linkage screw is located and how to get to it?

Is there a water inlet grate, try behind that?
Ease off on starting fluids, put some two stroke mix in a bottle
Have you checked compression

I did see what appeared to be linkage connector behind the grate, I didn't think that would be it. I will try that. I only used the starting fluid because once because when I open up the throttle it starts right up every time. I have not checked compression. Thanks for the help.

Would low compression cause the motor to only run at higher rpm?

Probably not, but low compression does do weird stuff when running on muffs.
Try pulling off the sparkplug boot and seeing if the sparkplug gets wet with fuel after a few turns, drop the lu first

I included some pictures, that brass things is the only thing behind the grate? I don't know how to take off the lu.

Before you do anything else shove a bolt back in to support the leg other wise you risk pulling out or breaking sometrhing

That brass thing is it. Hold the bottom half with a spanner and turn the top quarter, itl undo and split, the top half has a screw thread.
check your anode condition too

in photo 3 turn that top quarter to the right to unscrew it or left when looking from above

You have to uncouple the 2 nuts.----Then slide the upper one up to remove the split plastic keeper !---------Cleaning the paint off makes it easier as well.

Ok, I'm lost? what two nuts? I have got the lu off now but....... I cannot get the metal plate off, I am not sure where to remove the shifter at from the top? Here are some pics. 4a.jpg5a.jpg


Do I have to remove the shifter from pic 4?....

I thought this was going to be easier....

The shifter should stay in there and the water pump should just slide out down both shafts

You are rushing into this job and doing a lot of extra work.-------------The nut on the upper shift rod had to be slid up to remove the black plastic keeper.----Too late now for that simple step.----------Once the nut is off and the keepr is off it all comes apart as it was designed !---------No need to work anywhere on the powerhead to change the waterpump !

The metal plate does not slide over the brass male screw on the end of the shifter.....how can it slide down if the brass screw is there?

Thanks for the help. Once I get it back together I will work on seeing what is wrong with the idle. I'm sure I will be needing more help

No worries.
Its best to keep the leg off during troubleshooting then you dont need to bother about keeping the water pump lubricated.
Just put a hose on to the water intake tube when it heats up.
