1990 85hp Force trim failure

The center piston on the trim does not activate. The 2 side pistons appear to work fine. Could it be low on hydraulic fluid?
How do I fill if that is the problem?

There should be an allen head screw in the side of the trim unit (motor) serving the piston. You'll have to take it out to check fluid. If fluid runs out when you take the screw out, then low fluid is not the problem. Be sure all pistons are retracted before checking.
