1990 4.3L Exhaust shutter

How do I locate and replace the Shutter (flapper) valves on a 4.3 liter Alpha One? The boat is a 1990 or a 1991 so I believe it is a Gen 1 outdrive. The boat is running sluggish and I think the valve may be stuck closed. Thanks for any help.

They are located in the top of the Y pipe, you have to remove the elbow and hoses to access them.

I ended up removing one of the exhaust manifold elbows… time for new gaskets I guess. Thank you for the image and for the help.
