1990 4.3 carb issue?

i have a 1990 Reinell 185 with a 4.3 omc and 2 barrel holley. Last year it was hard to start and after i got it started it had alot of gas fumes, after running it ran great until i shut it off and hard starting again. Rebuilt the carb this year, new plugs, wires, cap,rotor. Starts up great on muffs, took it to the lake and same issue,starts after quite a bit of cranking. Strong gas smell at start up with some fuel smoke. Out on the lake it runs out better than it ever has. shut it off and then hard starting again with rich smell. It's my only issue but, i can't seem to figure it out. It looks like there is some excess fuel being kicked up on one side of the carb just below the air cleaner but not a ton just a little wet. Any sugestion would be much appriciated. Thanks Erik

Is the choke working correctly? Or is it sticking on. Check the butterfly, when cold it should be mostly closed, when warm it should be open fully.

Ok, next, I'd say your carburetor float, & needle, is not working properly. Maybe there's dirt in it, or float level is not set right, or needle and, or float, is hung up on something?

Float could be needing adjustment, but would that cause hard starting without it running bad at part throttle or wot or at idle? do you know what the float should be set at? It should be clean inside , I just rebuilt it.
