1990 3HP cooling system

I just bought a used 1990 3HP motor. No owners manual so I'm learning as I go. The motor cranked and ran OK. Seems rough at low RPM. There are 8 holes, 4 on each side of the midline below the lower pivot bracket. Some exhaust is coming out of these but only a slight trickle of water comes out. Are these the pee holes for the water passing through the engine or should I be looking elsewhere. I don't see a steady stream of cooling water coming out anywhere on the motor.

There is a hole in the front of the cowl with some sort of set screw accessible through it. Is this a carburetor adjustment and if so, what does it adjust, low or high end.
