My outboard johnson has been having problems falling on its face lately. I'll be running full speed down the river and it will just act like someone has pulled the throttle back to a idle. It wont ever die, but at half to full throttle it will lope bad. If you throttle it down to under half it smooths out and runs decent. But as soon as you throttle up, back to loping. Sometimes if i pull the fuel line off and let it run out of fuel and start over, itll come out of it for a mile or so, then right back to the lope at full throttle. Looking for any ideas on what I might to to look at. Thanks.

Try manual priming of fuel bulb while running at full speed WOT( wide open throttle), keeping the bulb firm. It might be a failing fuel pump or leak in the fuel feed system.
The fact that you let it run out then it comes right means you have refilled the carb bowl enough to get it to run for a short period properly

I tried running the primer bulb, but it didnt seem to help any.

Might be worth your time to check the high speed orifice to see if it plugged or restricted.
