1989 powerhead on a 2001 motor?

I have a 2001 9.9hp merc with a scored cylinder. I am wondering if a 9.9hp 1989 powerhead would work in the newer motor.

Just to clear things up, both motors are 2 stroke. The older motor doesn't have a lower unit which is why im wondering if I can use the block.
