1989 omc cobra 4.3 steering issue

1989 omc cobra 4.3 with power steering will only turn left fights to turn back right does not matter if motor is running or not gets worse under load turns with ease to the left.

Look at your top and bottom steering pins which attach the gimbal ring to the transom

After I disconnect the steering shaft how hard should it be to turn the lower unit by hand

Not that hard, should be able to grab the drive (out side at stern) and move it. Resistance should only come from the rubber boots wanting to move it back center

Ok I will have to get it in and check that it is to hot and humid right now to work on it
