My voltage problem seems to be resolved, at least for now. I upgraded the rectifier to the CDI Regulating Rectifier and ran the motor for about 10min of which during that time the voltage stabilized at 14.1V with rpm at about 2K for a short period. Hopefully this wont be a band-aid fix. Its odd that after all these years a regulator was needed. The CDI Electronics web site has a high level article about modern batteries on old motors.

Just recap of what may have gotten me to the point of having voltage climb to 16V - below is a list of what I added before the voltage issue:
* new Marine Starting battery
* battery switch and associated wires
* distribution fuse terminal block.
* electronic fuel injecting choke

Items replaced while troubleshooting and updating the boat:
* Key switch with choke
* Rectifier (did not help) to Regulator Rectifier

Discovery:
* although likely not associated to my voltage issue, I found aerator timer (orange cylinder shaped device) which had a small hole burnt through the side. The hole was only about the size of tip of lead pencil. The only way I found this was I saw a black colored drip mark on my carpet below the timer/delay device.
* I also located a fuse going to the dash that had a hole burnt through the glass but still had continuity. Scary! Sadly there I could only see a voltage rating not a current rating on the fuse. Until I replace this its in series with the new fuse terminal block.

Next:
* I will watch the reg/rect to assure it doesn't get hot or burn up.
* I have to replace the low voltage/low oil horn.
* Enjoy an old boat and not owing any money on it
