1989 Johnson J48ESLCER 48hp Outboard idle problem

I have a 1989 48hp 2 stroke johnson that is giving me a headache. I have cleaned the carbs twice but have not rebuilt them yet. I can run the engine at 1/4 throttle with choke assitance. I have replaced the fuel pump and gas tank along with new connectors to gas tank and to motor. The gas mix is 50:1 and has a compression of 140 on both cylinders. I have 2 rebuild kits on the way and hope that is the issue. The adjustment needles have some wear on them and have no idea if they are seating right. SOMEONE PLEASE HELP!!!!!!!!!!!!!!

ok...should the adujustment needles be replaced since they have like a groove on them where they have been tighten to much. Just got the boat from a friend. Anything else i need to know about this engine or carbs?? And i changed the plugs in it and the marine dealer gave me NGK plugs but i was told from a friend its better to run champions.

Ok i done all that u have told me...well run at 1/4 throttle without choke now but not at idle. After messing with it after a hour it will not stay running at all now. Im cluless and have no more time to put in it. BOAT FOR SALE!!!!!!!!!!!!!!!

When you overhauled the carbs did you remove the welch plug on top of the carbs and clean the passages underneith the plug?
Will it run better if you squirt fuel mixture directly into the carbs?
Good spark on both cylinders?

Surfrat- I know this is an old post. But I am having the same exact problem with the same motor. Did you end up fixing it? If so, how?
