1989 evinrude 70 spits thru top carb

engine runs well as long as i hold my hand over top carb as soon as i remove my hand it spits thru the top carb and will shut down if i dont give it throttle. i removed the vro and installed a new electric pump earlier today

First thing, you should not use an electric pump in the fuel system. Normally if you have fuel spitting out of a carb, I would question the reed valves for that cylinder.

Thanks for the info Daviet I will check the valves. And the electric fuel pump info was given to me by a reputable marine shop here at home.

reason for avoiding electric fuel pump is non electric, engine shuts off fuel shuts off....= small potential for big fire/mess.
electric fuel pump engine shuts off..... fuel continues to flow... = big mess or big fire.
Fire on boat bad thing.... gasoline fire on boat on water unbelievably bad thing....... if you doubt it... you should see a gas fire on the water 1st hand... you will never doubt it again.

that said... look at reed valves... even something as small as a zip tie can mess up the way they work.
