1989 DT4 out of control idle speed

I recently picked up a 1989 Suzuki DT4 2 stroke outboard. It starts normally with the choke on, but the second I release the choke the RPMs skyrocket at all throttle positions except for fully closed (or very close to that). I have given it fairly good cleaning short of an ultrasonic cleaner, everything seems to be where it should be, but I cannot figure out why the thing screams even with the throttle barely cracked. Has anyone had this issue?

Thanks for the suggestion. Turned out it was a plugged jet that I didn't even know was there. Found it by accident, poked it out, soaked over night, blew it out, runs great now. I really do wish there was a better manual that shows where all the little jets and stuff are in the carb.

I do not see how a plugged jet could make RPM scream.

Beats me. Running too lean? It had no chill. Full screaming RPMs and then nothing where it should be idling. One of the low speed jets was plugged, now that it is cleared up it runs good at all throttle positions (in a bucket at least).
