I have checked everything

Bet ya haven't, or it would't be overheating..

Check the water hose connection on the outdrive, just under the ujoint bellows. The hose connection corrodes away just inside the hose allowing air to be drawn in, instead of water.
If you are running on muffs, you may not have enough water pressure, turn the hose full on and make sure you plug the secondary pickup on the bottom of the outdrive. It's about a 1/2 round hole.

Does it over heat under all conditions? Idling, running fast, When you pull the cap off the heat exchanger, are you seeing good flow of raw water?

Do you boat in salt water? how about the previous owner?

It runs hot all the time. Never in salt water and there is no raw water flowing in the heat exchanger, Thats why I replaced the impeller. About ready to go boat shopping

Put a clear section of hose between the inlet hose and the water pump to see if you are sucking air.
