1989 85hp force

Hi I have a 1989 85hp force and I can't get cylinder 1 to start when I turn on the motor. there is spark going into the plug but it just wont get going. I changed the spark plugs and took apart the carb cleaned is out but it still didn't start. when I start the motor up cylinders 2 and 3 get going fine but 1 is just dead, the only thing that happens is gas comes out of the little valve above the carb bulb. any help would be great thanks

Not sure what the "carb bulb" is but if you have gas coming out then it is flooding possibly a poorly adjusted float or stuck or dirty float valve.
Is the choke operating correctly?

sorry I wasn't sure what to call but (carb bulb) it's the part that the float is inside of. my boat has twin force 85's maybe I will try to switch out one oftthe carbs from the other motor to see if it will make a difference
