Yeah; from what I can see, the curved connection is in the wrong place for it to function as designed

There should be a screw with two washers in the hole in the choke lever and it should be threaded into the threaded hole in the carb body casting. Look just to the right of the right red circle just above the carb bottom cowl.
Check in a parts diagram for that engine at for example Crowley Marine or any other web sites that has parts diagram and you will see that screw and plain washer. Part number 24, 25 and 26.

Yes the information helped us connect it. The downside is that the choke spring is (item 20 on the parts diagram) broken.
sorry i don't have the parts diagram to see that. I'm sure it's a part that can be ordered or a substitute found.
