1989 15hp Shifting/Throttle

Just bought this 2-stroke engine and it has the shifter built into the tiller handle. As you twist the throttle, it goes into gear.
When I turn the throttle to go forward, the RPm's increase and then it goes into gear. This causes the boat to lunge forward.
Is there a way to make an adjustment so the engine shifts into forward BEFORE the RPM's increase?
I bought a Seloc service manual but don't see anything about this in the book.

Hi,

It is a pull - pull system just adjust the cables with the adjusting nuts it center the movement range so it shifts before speeding up.
