1988 9.9 dies when in gear

I am thinking the float valve is stuck.

I recently pulled and cleaned the carb on my 9.9 kicker due to not starting after sitting for ~1 yr. I noticed the float valve was stuck closed when disassembled, and even after cleaning it did not drop back down as easily as I thought it should ( the float would drop, just not the valve). Once assembled it started right away and idled great. After a while it would seem to sputter and die. I thought that maybe the float valve was stuck closed again so I knocked on the side and it would eventually start again. It would sometimes start without knocking on it, or if I pumped the bulb some more. I ran the motor several times in the driveway and it always started fine but would occasionally die. When it didn't die it would go into gear and run fine. I just got a chance to take the boat on the water for the first time and once again started easily, but would die every time I put it in gear. before I pull the carb again, is there anything else I can check? If I do pull the carb again, any tips on what to do to keep the valve from sticking, if that is the case?

No expert here but it may be the engine dies from not enough gas. Kind of like it's barely running and putting it in gear is just to much for it. Have you tried revving it up a bit then quickly idle down, throw it in gear and rev it back up.

Thats what I am thinking happens when the float needle valve gets stuck up on the seat. It dies when trying to rev it too. I may just pull the carb again and check the float needle.

Pulled the carb again and found a line (vac?) under the carb disconnected. Made sure it was hooked it up when I reinstalled the carb and still would stall. Switched over to the main gas tank on the boat (instead of the portable) and it ran fine. Took it out today and trolled along with no issues. Looks like either the pickup, bulb, or line on the prtable tank are bad.
