Yes, they were just pieces of heavy plastic, with some adjustment. I used a piece of sheet metal, but most anything that has some stiffness and will fit will work.

Are you sure the outer flywheel is installed properly? It is easy to get it right.

I'm not, but I think it is. Previous owner swapped stator and this is how I got it. I moved it to tdc and put the tdc mark on the flywheel where I think the pointer goes.

I assume you mean the fuel pump mounted on the outboard...not the hand pump off the fuel tank.
Just found this! Looks like this could have potential? This is the fuel pump sending block thing on the side of the motor.

This is what I have. I assume that the pointer goes on the right side of the starter.

Honestly, haven't checked the one on the side of the outboard. Assumed since I Had fuel in the bowls it was working. Even without it working wouldn't it run at least for a few seconds?

Mine didn't run...if I remember correctly, I read that it pumps thru the filter/ to the carb...but under full throttle also pushes fuel directly into cylinder #1.

The timing pointer is #17. It looks like it bolts to the spot next to the starter. You should set the motor to TDC with a screwdriver and see if the TDC mark is in that area. it should be obvious if it is correct, as off 1 spot is 45* out of time.

Thank you guys, it was a combination of what all of you said. I got it to run for the first time, twice in a row!

First, had to move the flywheel.

Secondly, tightened up the fuel pump thingy on the side. I think that the bowls were draining and because it couldn't pull a vacuum cause of the leak, it wasn't drawing fuel into the carbs.

Third, it was still backfiring out of the lower carb. Switched 2 and 3 spark plugs, and fired right up.

Seems to be idling stupid high, but could be that I'm not used to boat motors. Seemed like it was "running away" so I guillotined the carbs to shut it off.

Thanks once again everyone. Hope this helps someone else in the future.

Mercury OBs need to have a specific idle pickup timing, where the carbs are ready to open, but still closed. I would expect that to be 0-9*ATDC on your motor. The max spark advance should be about 21*BTDC. Of course to set these you need to rig up or get a timing pointer and adjust it precisely to show TDC.

Idle RPM speed is controlled by the throttle stop screw on the throttle arm. idle speed should be about 850RPM or so, in neutral.
