1988 5.7 probs

ok new to boating. just bought a 1988 four winns horizon with a 5.7 omc. the problem is at wot is 3500 rpms. and can only get 39 mph out of her. it has a quadrojet 4bbl. with a 19 pitch. any sugestions will be appreciated....

Have you tried changing to a different pitch prop? 3500 at WOT sounds awfully low but I am not one of the experts here.
